I understand that this pleco is a carnivore. Is it an active hunter? Reason I ask is that I have ghost shrimp in my tank, and while I don't have any losses, can I expect some?
The L199s, 2 of them, are fairly new in my river tank. I haven't seen them eat yet, but it appears that they are eating the frozen krill that I put in the tank at night. I think they ignore the wafers that I put in.

Don't worry.L199 only would try tasting a dead shrimp. You may safely keep and even breed the shrimp with L199.
I have had them and they are very much like Peckoltia vitatta in behavior or L134 Leopard Frog Plecos.
