If those RTC's have been in the [pond for 2 years + and are only 60-70cm then they are terribly stunted.

They might be illegal to export in certain jurisdictions but they are not illegal to import into Singapore or to keep. For example say a certain fish type was illegal to export in Brazil but legal in Peru or Colombia, in that case you could easily get shipments of them from Peru or Colombia quite ...

How much current and aeration is in the tank ?
Tigrinuses need massive current, about 10x the water volume per hour at a minimum plus strong aeration.
If you think you have enough current ...you haven't
