Depends on what you mean by "bogus", because I definitely saw the user logged in when the post appeared. So I guess that someone actually logged in and posted.

However, I suspect it should be called "spamming" because it has no relevance to the other contents of the thread.

I beleive Chris is referring to the links in his signature which might be the only reason he posted. Also, his location, don't hAve, is suspicious. I'm sure the Mods will take a look!
