I have a 4' commuity tank with sand on the bottom. I'am looking for a small cat to do the same job as my 22" girraffe cat does in my 8' tank. I keep small fish ie neons and guppies in there and the wife does'nt want them eaten. Any surggestions?

Try banjo cats. They'll burrow into the sand.

A small school of Brochis would also do a pretty good job of ploughing. Mine root around constantly, but really go crazy when I give them some black worms.
Banjos definitely are great too, they just tend to dig down and stay put for a while.
They are hard to find sometimes, but hassar cats will root around pretty vigorously too.
I have also heard that Hoplos and porthole cats will practically swim through sand looking for goodies when given sand as a substrate.
