Sick Fish??

Hi
I have bought two Synodotis Eupterus over the weekend and have kept them in a quaretine tank.
There is one larger adult and the other is slightly smaller but the smaller one of the two is floating upside down at the surface of the water, I thought that he may had been dead but he still appears to be breathing, his eyes look fairly misty and white but other than that, and the fact that he is just sitting at the top of the tank and only moving slightly when provoked by the other, it seems to look ok.
I have seperated the two using a breading cage but has anyone got any suggestions of what could be wrong with this cat or what I can do from here on, it has been treated with methelyene blue already with no apparent effect.
Any suggestions or ideas about this poor little cat would be very much welcome.
