cloudy eye CAE

My CAE routinely attacked my gourami, who has passed away from the wounds now (I didn't realize it was occuring often util I saw the sore on gourami's side). Anyway, this CAE for a long time has acted like he was blind, always hunting around for his algae wafers if I didn't put them exactly in the same spot. I can't say that I've really had a good look at his eyes until now, so this could been like this for awhile, but I recently put him into his own 29 gallon planted tank due to his agressiveness, and I've noticed one eye is completely cloudy, and the other one has a little cloud spot.
The pH in his original tank was 7.0 and this one is at about 7.7, but I acclimitized him more than an hour slowly using a refugium type thing that hangs in the tank. I did not cycle the tank, but it has plants and I used bioballs from his original tank plus Eco-complete substrate which is supposed to have "beneficial bacteria." I have been doing frequent water changes.
He is about 6 inches long, but he's never been still long enough for me to measure him.
Do you think he is becoming blind? Or, is this bacteria? Or, is it perhaps the result of injury fighting with the gourami? Will he recover?
