Possible detached retina on albino cory - treatment advice needed

1. Water parameters
a) Temperature range.
b) pH. -
c) GH.
d) KH
e)Ammonia, Nitrate, Nitrite, levels.
From API Freshwater Master Test Kit
Ammonia: 0 ppm
Nitrite: 0 ppm
Nitrate: .25 - .50 ppm at end of week on main tank.
pH: 7.6 / high range ph is 7.4
f) Water change frequency - one a week either every Friday or Saturday.
2. Tank set up
a) Size. 20 gallons
b) Substrate. National Geographic Crystal Lake Aquarium Sand
c) Filtration - Fluval Aquaclear 50
d) Furnishings - natural plants - java fern. Amazon sword (2). Anubias nana (1), rotala indica (2), Bacopa caroliniana / Water Hyssop (3),
e) Other tank mates - one emerald cory, one melini cory, one peppered cory, one rubber lipped plecno, one wild bettta.
f) How long has it been set-up? Since December of 2014 (approx)
3. Symptoms / Problem description
Noticed this afternoon that one of my Albino's eyes is bloody and his retina looks detached. His other eye looks totally fine. I couldn't really get a shot of the other eye because of the angle and he's still in the 20 gallon (I don't want to move him unnecessarily). I just changed the water today. I put in 1 TBS aquarium salt per 5 gallons water. I added 10 gallons of water total today. Also added API Stress Coat + (10 ml for the 10 gallons added).
4. Action taken (if any)
None yet. I just discovered the problem this afternoon. I was going to put him in a hospital tank (3 gallon Tupperware container with 1 tsp aquarium salt per gallon). Not sure what to do with sand. Thinking it should be bare bottom and just give him a quarter of an algae tablet each day. I've never had any problems with this little guy and have had him since he was a baby in December. All the other cory's look fine. I just added my betta back in the tank today (he had a bump on his side and he has spent 2 weeks in quarantine. Thought it might have been constipation but the consensus from the fish community is that it's probably a tumor since it's near his anal fin area).
