Why don't all Corys have a C# (likewise, why don't all loricariids have L#s?)

C and L numbers are temporary designations until a species has been formally named and described scientifically.

just different issuers:

L and C numbers: DATZ (German Aquaristic magazine)
LDA numbers: Das Aquarium (German Aquaristic magazine)
CW numbers: Ian Fuller @ CorydorasWorld.com

Note: it is quite possible for a single species to have been assigned several different numbers! Sometimes young and adult fish were thought to be different species, and/or a single species was given L and LDA numbers.
There is still debate, especially with the many black and white Hypans from the Rio Xingu!
