What are some of the smallest Plecos currently available in the trade?

Depends on what you define as pleco. Some of the Oto's and close relatives are about 25-30mm/1-1.25" in size - but some people don't count them as "proper plecos".

There are certainly some "proper plecos" that grow to less than 3" fully grown, for example. Listing all Loricariidae that are up to 70 mm (but bigger than 1, so they DO have a size recorded) gives 87 species, the smallest being at 27mm.

Starting to look more like a "proper pleco" is perhaps , at 50mm.
