It would be rather useful, but this is an expensive journal and doesn't tend to be found in PDF form FOC. I'd bet that at least one of these species is Pseudancistrus sp`upper_orinoco`.

That looks like the one being described as Pseudancistrus pectegenitor.

The other new speciues is P. yekuana.

doesn't seem to have a L-number assigned to it.

The other species isn't listed in the Cat-eLog, so I don't know if that's got a L-number or not...
