Maybe, the picture is not so good but it also look like a very young fish, Hypancistrus species can look extremely similar as youngster's.
Can you try to take better pictures and then come back and ask?

Judging by the fact it is rather small and has already has some good odontodes on pectoral and plate I would say yes it is Hypancistrus debilittera

I was amazed at the amount of odontodal growth it has, i never really noticed it until i took the pics
