How big
how big of a tank would be needed to house 9 synodontis eupterus. there about 2-2.5 inches at most right now.

lists 150mm SL. Going by the standard minimum size of 4L x 2L x 2L, you get a tank that is 2 x 1 x 1 foot. However, if you're going to keep a group, you'll need more space. I'd say that a tank in the range of 4 x 1 x 1 - such as a US standard 55g would be the minimum to allow for some "individual space".
Bigger is obviously better, and Noesis suggestion of a 90g isn't a that crazy - that gives some room for a few other fish too...
