I am not so sure and it is better to post better pics but to me it looks like a juvi Panaque sp. L27 "Rio Teles Pires"...

The only really sure what to determine which form of for a particular specimen is if the capture location is known. As this fish is "second hand", you'd probably not be able to find that out...

It is certainly not L27c, but you probably knew that already.
