I looked through the entire cat-elog and the entire transfish database and couldn't match him to any plecs. Can someone please help me?

I thought it looked like a , but I can't find matching patterned fish - which doesn't mean much. There's probably several (completely[1]) undescribed species of this genus.

is another Ancistrinae that has "hairy pectorals", so it's a possibility [and more likely considering that they are relatively frequently on sale].

[1] Completely undescribed => no L-number. L-numbers aren't exactly scientific descriptions, but it's at least giving some identity to an otherwise undescribed species.
