This may seem to be a stupid question
, but I have to ask.... Do all lights in the room need to be off for nocturnal fish to come out, or just the tank light?

Your post title suggests C.aeneus. Mine come come out all all hours.
Although I have noticed a cycle in behaviour. There will be times during the day when you won't see any of them (I've about 60). An hour later they're all out and at it, as if it's feeding time.
But in regard to your light question, you will find that the tank light is enough (to have off). I find that fish that 'hide' when you walk past at day, don't budge at all, when you go past after tank 'lights out'.
Sometimes, it's just up to the individual fish...

Hi! If you don't ask a question, how will you learn?
Corydoras tend to be diurnal species, or awake during the day. How many Aeneus Cories do you have in this tank?
