are commons stunted easily?

I dont meanthis as in I want to stunt a common.. dont get me wrong... but my common is about 10 inches.. was 8 when I got him in November. But his last 2 owners kept him in a 12 gallon eclipse tank, and I was wondering if theres a chance he can still get to his potential size? (Ive heard they can reach 18 inches) Or is he going to stay on the smaller end?

He's in a 40 at the monent, as soon at I move and have more room though, Im either getting a 75 or 120, whichever is more feasable for the new place...

I'd say that if someone managed to keep the fish alive at 8 inches in a 12g tank, they've done quite well!!

It'll probably get bigger, but it may not quite reach 18 inches. Which, for your plans is probably just as well, as a 75g tank can't really take fish much bigger than 12". I'm not sure of the size of a 120g, but I doubt that it's MUCH bigger than 24" wide (back to front), so it's not much better.
