White spots on Catfish, Not ICH

Hello, quick question for help. I have two Lesser Salmon Catfish (Arius graeffei) from Australia. They are in a 200L tank with two tiger red oscars and two eastern long necked turtles. The cats have developed a small number of large (1 - 2mm) white spots on their fins, about 3 in total for each fish. I don't believe this to be ICH due to the small number and large size of the spots. I initally felt that it was most likely fungus due to the fact the turtles had a previous fungus problem that was rectified before the cats were purchased. I have treated the tank with salt and anti-fungal treatment with no result. All members of the tank appear quite healthy and the cats show no outward problems with a healthy appetite. The cats are about 10cm in lengh, and quite young, given their mature size. I don't believe that they develop spots as they age, as I have seen fully grown fish without spots. Any help would be appreciated.
