I have 4 albino bristlenose, 2 male 2 female but only 1 pair spawns. Should I take out the submissive male? Will that get the other female involved in spawning also?

Probably won't make any difference if you take the second male out. Try making a decent (30%+) water change with around 5-10'F/2-5'C cooler water than the tank temp.
This should trigger both females to spawn.

Another thought would be that the second female isn't gettng enough nutrition to become conditioned. Are you feeding more than one place in the tank? Both males and females of mature age will be agressive/territorial about the food.
