Growing Out Cory Fry

Does anyone have any good tips on growing out Cory fry? I have about 6 paleatus that are just over 2 months old and they seem to have hit a growth wall at just under 15mm (which is usually the minimum size that my LFS will take them at).
Those 6 are sharing a half-filled 20gal tank with about 40-45 2-week old fry. They are fed frozen Daphnia in the mornings and crumbled bloodworm flake at night. The system gets a weekly 40% water change and uses a cannister filter rated for 35gal tanks.
Is it possible that there are too many fish in that space?
