Does anyone know if you can carry on or check your luggage with tropical fish in them?

I just saw a recent article in a magazine (FAMA?) about this. They said most airlines will not let you carry on your fish. On domestic flights I have always carried them on in soft-sided cooler or a duffle bag with no problems. Carry-on luggage is preferred, although I've taped several fish boxes together and checked it in as well.
Legally, I don't believe there are any restrictions but you do run into a few overzealous security personnel. The airlines themselves may have policies against it, but they aren't the one's looking in your luggage.
The only time I have ever been stopped on a domestic flight was when I was flying out of Dallas.
I had one security guard stop me stating he wasn't going to allow me on the plane with a large male L-007 I had just purchased. I talked to him calmly, explained my hobby and told him there are no legal restrictions, he stated he would have to check with his super' prior to letting me pass. His supervisor on seeing the fish quickly asked;
"Hey, were'd you get that great Vampire Pleco?"
Obviously, I got the fish home in good shape.
