I say female. I have a couple species of bristle nose that the females have bristles around the mouth like your pic and a couple that do not have any bristles at all (but never up the snout). If it were a male, judging by how long the bristles around the edge are in your pic, you would see some growth up the snout as well by now. Nice fish!
If you look at the FAQ for "Plecos" [under the Help! menu at the top right of the screen], you can find a number of 'indicators' that help identify males and females in Ancistrus spp. They are a collection of hints and tips that I've read about here on PC, and to me they seem to work fine.
IMO, no, this is not Ancistrus dolichopterus. No white fin seams are visible and while they do lose their width and intensity, all of my adults had at least some white edging to their dorsal and caudal fins.
