Lower toolbar malfunction

My lower navigationbar has become one long rectangular shape. The seperate items (Rules up to and including Albums) are no longer divided and can't be used.
What's happened?

The lower toolbar at the top of the page is unaccessable. I can't read my PM's.

Another very annoying "feature" restricted to the microsoft browser, I've coded around it now.

Dividing them would take some research, I've spent enough time for now! If anyone knows how to apply a style to a table so that it looks like the top menu (i.e. without double vertical lines) let me know!
