What is the necessity of High flow for Bulldog Plecs?

What is the necessity of High flow for Bulldog Plecs?
I have a 48”long 18”wide and 24” tall tank that I am soon to be stocking and the only fish I know I’m going to have so far is 4 Trachelyichthys Catfish and a black lancer. I would love to add a Chaetostoma Pleco however I know that black lancers prefer a gentle current and these guys come from high flow rivers. Do these guys need high flow or is it high oxygenation they need? Would I get away with an air pump and multiple air stone as well as surface agitation to increase oxygenation without massive flow? These are my favourite readily available Pleco and I would really like to keep one however I’d be reluctant if it wouldn’t be happy. Thanks.

High flow is not the critical issue, but higher oxygen and clean water. Also lower temps are typically preferred.
