Can someone please clarify if this is an albino Panaque schaeferi? I know for myself its not but need someone else to comment on it.
Also, what makes the color washed out?

Big P. schaeferi often turn brighter than juveniles. The pictured one might also be in stress colouration. Clearly not an albino.
