I would say that is believable. I had Pterygoplichthys sp. and Cheatostomus sp. scrape my planiloricaria; which caused infection and in a couple of those cases, death.

I think they'd be fine as long as there is plenty of wood for the Panaqolus. You will need some serious filtration to take care of the waste the smaller fish produce and keep the water quality necessary for the larger fishes.

I currently have 3 Planiloricaria in a 125 gallon with 4 P. nigrolineatus and 6 Pterygoplichthys weberi that have been living together happily for 2 years. Never had any problem. I also have two Planiloricaria in a 40 breeder with a colony of Ancistrus claro for the last year without any problems either.
The Planiloricaria tend to stay out in front on the open sand and the other loricarids stay in their caves or on the wood and rocks in the tank. They don't interact until feeding time when the Planiloricaria dash about looking for food.

A 30-40 gallon tank should be fine.
