Wow, that's a lot of questions. Have you tried the Cat-eLog (5th icon along from the left at the top)? I have just had a quick look at there is a fair amount of info in there.
As for the price... I just looked on http://www.tropicalfish.org.uk/tropical.htm and they have them for £35 (13cm) although they are callin them L27a but the Cat-eLog has them as L190. Is there more than one?

L191 is the species with the white stripe on the caudal peduncle. There is only one described species, which owns such a stripe, and that is the legandary Panaque suttonorum! That scientific name was used for a long time for the Blue-Eye-Panaque, until it could be proofed, that the Blue-Eye-Panaque is Panaque cochliodon.
If L191 is really now P. suttonorum or just an other undescribed species, needs to be proofed. At the moment this is just an (my) idea.
The stripe of L191 goes away, when they grow up. A picture of an adult L191 can be found in the new aqualog all-L-numbers. Its one of the smallest real Panaques, reaching about 20 cm. At the moment its season for them. They are in larger quantities available from Columbia.
