The two species mentioned are very very similar. And there could be/are more look-a-likes.
Easyest way to tell them apart is to know were they came from.
The not so easy way is to look into the genus revision by Schaefer from 1997 plus newer descriptions of all Otocinclus and compering with the fish you have but that would become some kind of work to get there
