Yes
a powerhead? or undergravel filter?
Neither, really. Either an internal filter plus s couple of sponge filters, or a canister filter would be a better choice, IMO. Some people swear by undergravel filters, though. I think they're too much of a mess and a potential hazard.
also will 3 inch cories eat 1 inch cories?
Nope
how about breeding , won't they interbreed?
For the species you propose, nope.
will they still spawn even in a mixed cories tank?
Probably. Ian may be a better judge of that.
what small fish will be ideal tankmate for them?
Smaller tetras, like neon or glowlight tetras are a nice candidate.

If you want to make the Cory's even more happy then try Sand with a internal filter. Works great for me in the 20gal and also the 37gal.

There is every possibility that both species will spawn in the same tank but it is very doubtful that they will cross breed.

NO undergravel filters and NO powerhead driven filters.

Use Large sponge or canister filters.

Which cories crossbreed easily? I'm not wanting to do so, but in case I mix my peppereds with my bronze, I want to insure I get no hybrids....
