Capitals is the "internet unofficial standard" for shouting - it's not just what someone "considers". In modern systems, where everything is HTML, you can of course shout other ways, e.g. using big text. But in the (good) old days when the only text you could produce was light green on a dark green background, and all that was available for writing was A-Z, a-z, 0-9 and some punctation characters and another handful of more or less useful things, you the most simple way to indicate to another read that you were excited (angrily, happily or otherwise) was to use all capitals.

I don't mean to sound rude, but it takes 5 minutes to read something like that. It was just a common curtesy reminder that caps is interpreted by 99% of people as shouting.
