As far as the Brazilian pleco bans go:
it's typical of a government to ban the export of a live animal by the ornamental fish dealers
but
allow the murder of the same animal by mining and dam companies.

Kind of like Australia:
they murder the Cockatoos by the thousands for the fruit farmers
but don't you dare export one for a pet
(they are endangered after all you know.)

Best thing to do is breed the poor Zebra Plecos right in Brazil,
export the captive raised themselves for the big money.
That would make too much sense I fear.
