What chemicals can you add to the diatom powder? I cannot find any information. We have very hard water.

No Chemicals.
Only other additive available for use with Diatom filters is finely ground activated carbon powder used to remove stains from the water caused by wood or failure to make sufficient water changes regularly.

I have people tell me every day how hard their water is, but when I test it, it's relatively soft, usually about 150ppm or so, the pH is just high. Do you happen to know just how hard your water is? Why do you want to change it? What fish are you keeping? What is the pH? More information might help us shed some light on the situation for you, without dumping in costly chemicals that are usually going to do more harm than good, IMO. Be very careful when purchasing anything that modifies your water chemistry. Swings in pH will be far more apt to kill your fish than just slowly acclimating them to the water that comes out of your tap. If you MUST soften the water, invest in an RO unit and figure out how much tap to how much RO water makes the hardness where you like it. Other than that, there really is no way to soften water without stressing the fish in the tank, IMO.
