What is wrong with my Blue Eye?

What is wrong with my Blue Eye?

Here are a few pics.
What are these fuzzy spots and rings? The Blue eye is in this tank for nearly 2 years with no additions for a long time. This only started appearing 1 month ago. pH is around 6.8 to 7. ammonia and nitrite 0. nitrate 20ppm. 50% water change weekly. He is in with L66, L241, L333, L76, redline barbs, and prochilodus. He has had the same tank mates for 2 years and all the rest have no symptoms like the blue eye. His breathing is more rapid than usual, 3 to 4 times per second.

How is your blue eye doing?
Did you follow the course of action described in that thread?
