um... You might consider moving the gourami to the top of the site. The first fish you see is not a gourami, it's a tetra. You have to go to the very bottom of the site to see the gourami in question...

When photographing lories this way, I've noticed that if you hold the fish in one hand and cover it like a roof with the other one, it goes crazy, but as soon as you move the "roof-hand" away, it calms down. I guess they react at not getting any light...

I doubt it... The local authorities are probably overworked as it is, they are not able too keep up on controlls of the various fish stores that are present allready, so if they have to start issuing thousands of permits from new years... They will have severe problems...

This sounds very much like a bacterial infection problem I've been having... If you are willing to risk unbalance in the tank by killing all bacteria, you should try medicating with Sera Bactopur Direct (as said, this kills ALL bacteria). I've lost six lories to this.
