It is not so easy when no other resources are found to compare with. I hate to think that this will be a 1 off specimen found.

It is not a L174 Hypancistrus. They have smaller eyes, the tail is different and much bigger dots in their bodies. I have attached some pictures for your consideration. Most of the L66 normally have smaller dots, than L400 and broken lines, very close to each other could also be a good indicator ...
